At a special City Council meeting held July 11, 2007, staff was directed to develop a Request for
Proposals (RFP) and conduct a selection process that resulted in a recommended contract presented to
City Council for the completion of a new Town Center Plan. On December 3, 2007, City Council approved
Ordinance C-95-07 authorizing the City Administrator to enter into a contract with
Lincoln Street Studio
for the completion of a Town Center Plan.
The goal of the Town Center Plan is to develop a plan that addresses the
current and future needs of
the City’s downtown area; assesses the physical connectivity and usage of buildings;

analyzes the impacts of future development; and establishes policy guidelines to preserve the character of the Town
Center and enhance the economic vitality of the area.
The Town Center Plan website was created to keep the public informed and involved in this effort, and
it will allow residents the opportunity to follow the progress of the plan and become engaged through
the various stages of the plan development. We appreciate your taking the time to visit this site and
invite you to participate in the Town Center planning process. For more information, you can
